Narrative:
Aircraft X was handed off to me at 6000 ft; IFR but non-radar. The transferring controller advised me that they were not in radio communication with aircraft X. I called back and had them transmit in the blind for the aircraft to climb to 8000 ft for the MVA (minimum vectoring altitude). I started to pick up aircraft X just as he crossed into the 7000 ft MVA area and could see that the aircraft was climbing out of 6200 ft.
