During takeoff roll, noticed throttles split. During climb unable to achieve full power on right engine. Returned to airport. Mechanics found engine stop (throttle, fuel control) in right engine. Mechanics who had worked on aircraft previous night forgot to remove.

Title: ACR MECHANIC NEGLECTS TO REMOVE ENGINE CTL 'STOPS,' WHICH RESULTS IN SPLIT THRUST LEVERS AND LESS THAN OPTIMUM POWER TKOF. ACFT RETURNS FOR MAINTENANCE.
