Narrative:
We were cleared for visibility approach to drake field by approach control while he 'pointed out' traffic in area (non-radar area). First officer leveled at 3500'. We asked what altitude the traffic was at. The traffic aircraft answered 3200'. We passed right over; I mean right over traffic opp direction. Had first officer not stopped at 3500', we would have been dead. It was a blue with a big, big white wing on top. We were upset about approach controller always pushing us to see the airport so they can clear us for visibility and shift responsibility to us for VFR sep. They (approach control in fyv) have a habit of doing that. Fyv needs radar bad. What does it take to get it; a crash! Well we almost had one. Talked to controller on the ground and his attitude was, 'you are responsible for traffic'. Big help he was 'safe and sound on ground'. I guess you know I am bitter and angry. Fyv is a bad place to be. The day of a crash is coming. I just hope it is not me!

Title: LTT AIR CARRIER ON NON RADAR APCH TO FYV HAD NMAC WITH SMA TRANSITING THE AREA.
Narrative: WE WERE CLRED FOR VIS APCH TO DRAKE FIELD BY APCH CTL WHILE HE 'POINTED OUT' TFC IN AREA (NON-RADAR AREA). F/O LEVELED AT 3500'. WE ASKED WHAT ALT THE TFC WAS AT. THE TFC ACFT ANSWERED 3200'. WE PASSED RIGHT OVER; I MEAN RIGHT OVER TFC OPP DIRECTION. HAD F/O NOT STOPPED AT 3500', WE WOULD HAVE BEEN DEAD. IT WAS A BLUE WITH A BIG, BIG WHITE WING ON TOP. WE WERE UPSET ABOUT APCH CTLR ALWAYS PUSHING US TO SEE THE ARPT SO THEY CAN CLR US FOR VIS AND SHIFT RESPONSIBILITY TO US FOR VFR SEP. THEY (APCH CTL IN FYV) HAVE A HABIT OF DOING THAT. FYV NEEDS RADAR BAD. WHAT DOES IT TAKE TO GET IT; A CRASH! WELL WE ALMOST HAD ONE. TALKED TO CTLR ON THE GND AND HIS ATTITUDE WAS, 'YOU ARE RESPONSIBLE FOR TFC'. BIG HELP HE WAS 'SAFE AND SOUND ON GND'. I GUESS YOU KNOW I AM BITTER AND ANGRY. FYV IS A BAD PLACE TO BE. THE DAY OF A CRASH IS COMING. I JUST HOPE IT IS NOT ME!
