Narrative:
Small aircraft X was on an IFR flight plan to dulles. We passed manassas when we encountered a near miss. The air traffic controller called traffic, aircraft Y, at 11 O'clock, 2 mi, indicating 3100'. We did not see the Y because of the haze. We could see horizontally for 2-3 mi. He then told us to climb to 3500' to clear the Y. We were climbing to 3500' at 3300', at which time the controller called Y at 11:30-12 O'clock, 1 mi, and told us to descend to clear the traffic. Normally the Y would have cleared and passed in front of our aircraft. All of a sudden aircraft Y slowed down and started to descend. At that moment we were constantly on his right and at a lower altitude. I was afraid of having a close call, so I grabbed the controls and started a steep descent. We cleared the Y with about 100-200' between us. Upon arriving at dulles, we were approached by the Y pilot who was quite upset about the incident. He felt that I was at fault because I approached him from behind. He said he was practicing stalls when we showed up. I told him how it happened according to me and then he walked away leaving me with the impression that he was right and I was wrong. He came back twice after that. The last time he asked for my name and tail #, after which I asked for his. When he left he said he was going to file a safety report.

Title: SMA ON INS INSTRUCTION CROSS-COUNTRY FLT HAS NMAC WITH ACFT PRACTICING STALLS.
Narrative: SMA X WAS ON AN IFR FLT PLAN TO DULLES. WE PASSED MANASSAS WHEN WE ENCOUNTERED A NEAR MISS. THE AIR TFC CTLR CALLED TFC, ACFT Y, AT 11 O'CLOCK, 2 MI, INDICATING 3100'. WE DID NOT SEE THE Y BECAUSE OF THE HAZE. WE COULD SEE HORIZONTALLY FOR 2-3 MI. HE THEN TOLD US TO CLB TO 3500' TO CLR THE Y. WE WERE CLBING TO 3500' AT 3300', AT WHICH TIME THE CTLR CALLED Y AT 11:30-12 O'CLOCK, 1 MI, AND TOLD US TO DSND TO CLR THE TFC. NORMALLY THE Y WOULD HAVE CLRED AND PASSED IN FRONT OF OUR ACFT. ALL OF A SUDDEN ACFT Y SLOWED DOWN AND STARTED TO DSND. AT THAT MOMENT WE WERE CONSTANTLY ON HIS RIGHT AND AT A LOWER ALT. HE SAID HE WAS PRACTICING STALLS WHEN WE SHOWED UP. I TOLD HIM HOW IT HAPPENED ACCORDING TO ME AND THEN HE WALKED AWAY LEAVING ME WITH THE IMPRESSION THAT HE WAS RIGHT AND I WAS WRONG. HE CAME BACK TWICE AFTER THAT. THE LAST TIME HE ASKED FOR MY NAME AND TAIL #, AFTER WHICH I ASKED FOR HIS. WHEN HE LEFT HE SAID HE WAS GOING TO FILE A SAFETY RPT.
