Narrative:
I was VFR from brl to cnc (distance, about 100 NM). A thunderstorm had passed through the area--good VFR most of trip. Near otm VOR, clouds visible, scattered layers. Descended below to approach cnc. Too much of storm lingered near cnc, so diverted to albia, where crosswind was beyond safe component of my small aircraft. I saw otm clearly. Storm had obviously moved on. I was well clear of the scattered layer, so I called otm 123.0. Was told: 'runway 13, winds 130 degrees at 20-25 KTS.' said I was inbound. I announced position several times. No mention was made on 123.0 of IFR conditions. On short final a twin asked who/where I was. I said, 'short final.' I landed and taxied clear. As I landed I noticed the rotating beacon was turning, indicating control zone IFR. I visited the WX observer (non FAA) and he said field just went VFR from estimated 700 broken to 700 scattered. I was never beneath the ceiling and visibility was great, but I'm not certain how FSDO would react. According to far 91.105, I think I'm legal, but obviously I can't call FSDO and ask.

Title: SMA LANDS AT CTL ZONE ARPT IN VFR CONDITIONS ACCORDING TO REPORTER, BUT HE REALIZES AT TOUCHDOWN THAT BEACON IS ON.
Narrative: I WAS VFR FROM BRL TO CNC (DISTANCE, ABOUT 100 NM). A TSTM HAD PASSED THROUGH THE AREA--GOOD VFR MOST OF TRIP. NEAR OTM VOR, CLOUDS VISIBLE, SCATTERED LAYERS. DSNDED BELOW TO APCH CNC. TOO MUCH OF STORM LINGERED NEAR CNC, SO DIVERTED TO ALBIA, WHERE XWIND WAS BEYOND SAFE COMPONENT OF MY SMA. I SAW OTM CLEARLY. STORM HAD OBVIOUSLY MOVED ON. I WAS WELL CLR OF THE SCATTERED LAYER, SO I CALLED OTM 123.0. WAS TOLD: 'RWY 13, WINDS 130 DEGS AT 20-25 KTS.' SAID I WAS INBND. I ANNOUNCED POS SEVERAL TIMES. NO MENTION WAS MADE ON 123.0 OF IFR CONDITIONS. ON SHORT FINAL A TWIN ASKED WHO/WHERE I WAS. I SAID, 'SHORT FINAL.' I LANDED AND TAXIED CLR.
