Narrative:
Mr P, an aci from the teb FSDO, was riding in the cockpit jump seat during the flight. He was administering a route check. During departure and arrival when beyond 12 NM from the respective coastlines we exceeded 250 KTS below 10000' MSL. Upon arrival at the gate in ewr, mr P wanted to give me an unsatisfactory rating for the check ride due to the above action. After a 20 min debrief, mr P said that he would drop the whole matter. About 2 weeks later I received the enclosed letter. The captain during the flight received a similar letter about 4 weeks after the occurrence. Mr P is a very inexperienced aci. During the debrief he stated that if you are in radio contact with us ATC,then you must be 250 KTS or less when below 10000' MSL, and he was not aware of the 12 NM us airspace limit. There is justification for the enclosed letter, and it should be removed from record.

Narrative: MR P, AN ACI FROM THE TEB FSDO, WAS RIDING IN THE COCKPIT JUMP SEAT DURING THE FLT. HE WAS ADMINISTERING A RTE CHK. ABOUT 2 WKS LATER I RECEIVED THE ENCLOSED LETTER. THE CAPT DURING THE FLT RECEIVED A SIMILAR LETTER ABOUT 4 WKS AFTER THE OCCURRENCE. MR P IS A VERY INEXPERIENCED ACI. DURING THE DEBRIEF HE STATED THAT IF YOU ARE IN RADIO CONTACT WITH U.S. ATC,THEN YOU MUST BE 250 KTS OR LESS WHEN BELOW 10000' MSL, AND HE WAS NOT AWARE OF THE 12 NM U.S. AIRSPACE LIMIT. THERE IS JUSTIFICATION FOR THE ENCLOSED LETTER, AND IT SHOULD BE REMOVED FROM RECORD.
