On departure; with a left turn clearance to the northeast; we experienced a partial power loss at approximately 400 ft AGL. We immediately executed a right turn to the west as the terrain to the west of the field is less populated and [advised] the tower. We were able to perform a right downwind to [the departure runway] and land uneventfully. Tower was helpful.

Title: C152 flight instructor reported a loss of engine power on climb that resulted in a return to the departure airport.
Narrative: On departure; with a left turn clearance to the northeast; we experienced a partial power loss at approximately 400 ft AGL.
