Narrative:
While on radar vectors to the visibility approach to runway 34 at hpn, our position was on a right downwind approximately 5 mi to the east of hpn over the long island sound. We were at 3000' AGL, 180 KTS (assigned by ATC), in VFR conditions with 15 mi visibility. At this position I noticed an small transport Y at our 12 O'clock to 1 O'clock position heading north up the sound. No time to try to avoid. I picked up the microphone and asked ATC if he had the small transport Y that passed in front of us. He responded no, but before he unkeyed the microphone he said 'I just picked up the target off your left wing'. We were then asked if we had hpn in sight, we said yes, and were cleared for the visibility approach and landed. Contributing factors were a very busy controller at a peak time of the day for hpn, and also a VFR aircraft hugging the TCA floor, not in contact with ATC. Corrective actions. Keep IFR traffic 500-1000' above the TCA floor. Have more controllers working and watching during the peak times.

Title: CLOSE ENCOUNTER FOR CPR MDT AND VFR SMT TWIN NEAR HPN.
Narrative: WHILE ON RADAR VECTORS TO THE VIS APCH TO RWY 34 AT HPN, OUR POS WAS ON A R DOWNWIND APPROX 5 MI TO THE E OF HPN OVER THE LONG ISLAND SOUND. WE WERE AT 3000' AGL, 180 KTS (ASSIGNED BY ATC), IN VFR CONDITIONS WITH 15 MI VISIBILITY. AT THIS POS I NOTICED AN SMT Y AT OUR 12 O'CLOCK TO 1 O'CLOCK POS HDG N UP THE SOUND. NO TIME TO TRY TO AVOID. I PICKED UP THE MICROPHONE AND ASKED ATC IF HE HAD THE SMT Y THAT PASSED IN FRONT OF US. HE RESPONDED NO, BUT BEFORE HE UNKEYED THE MIKE HE SAID 'I JUST PICKED UP THE TARGET OFF YOUR L WING'. WE WERE THEN ASKED IF WE HAD HPN IN SIGHT, WE SAID YES, AND WERE CLRED FOR THE VIS APCH AND LANDED. CONTRIBUTING FACTORS WERE A VERY BUSY CTLR AT A PEAK TIME OF THE DAY FOR HPN, AND ALSO A VFR ACFT HUGGING THE TCA FLOOR, NOT IN CONTACT WITH ATC. CORRECTIVE ACTIONS. KEEP IFR TFC 500-1000' ABOVE THE TCA FLOOR. HAVE MORE CTLRS WORKING AND WATCHING DURING THE PEAK TIMES.
