Narrative:
Aircraft X was eastbound between mld and ocs at 11000 ft. While busy with other arrival and overflight traffic; I mistakenly thought that aircraft X was cleared via V4 and issued him a climb clearance at hodni to 12000 ft. As aircraft X was slowly climbing I realized that he was not cleared via the airway. I cleared aircraft X via V4 to grips but at that point aircraft X had been inside a 12000 ft MVA for several minutes.
