Narrative:
Departure air carrier X climbing to 170 westbound remaining south of thunderstorm activity. Arrival air carrier Y descending west of field to remain west of thunderstorm activity. Departure air carrier X climbing poorly was out of 3500', 8 mi west. Arrival air carrier Y descended to 4000' 12 mi west. Arrival air carrier Y was turned southeast bound and descended to 3000'. Departure air carrier X was turned northwest bound and told to expedite climb through 5000'. Traffic was called at 11 O'clock and 3 mi for wake turbulence. Departure air carrier X stated it looked like a conflict to him. Human performance considerations, WX in area with deviation, now procedures, coasting in ARTS. Callback conversation with reporter revealed the following information. Reporter stated departure aircraft was medium large transport, arrival aircraft was widebody transport. Both were acrs. Reporter stated the departure aircraft was slow turning because of WX. Conflict alert activated after the radar vector heading had been issued to the departure aircraft. A system error was filed by the facility management. Reporter was decertified recieved remedial training and recertified.

Narrative: DEP ACR X CLBING TO 170 WBND REMAINING S OF TSTM ACTIVITY. ARR ACR Y DSNDING W OF FIELD TO REMAIN W OF TSTM ACTIVITY. DEP ACR X CLBING POORLY WAS OUT OF 3500', 8 MI W. ARR ACR Y DSNDED TO 4000' 12 MI W. ARR ACR Y WAS TURNED SE BOUND AND DSNDED TO 3000'. DEP ACR X WAS TURNED NW BOUND AND TOLD TO EXPEDITE CLB THROUGH 5000'. TFC WAS CALLED AT 11 O'CLOCK AND 3 MI FOR WAKE TURB. DEP ACR X STATED IT LOOKED LIKE A CONFLICT TO HIM. HUMAN PERFORMANCE CONSIDERATIONS, WX IN AREA WITH DEV, NOW PROCS, COASTING IN ARTS. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO. RPTR STATED DEP ACFT WAS MLG, ARR ACFT WAS WDB. BOTH WERE ACRS. RPTR STATED THE DEP ACFT WAS SLOW TURNING BECAUSE OF WX. CONFLICT ALERT ACTIVATED AFTER THE RADAR VECTOR HDG HAD BEEN ISSUED TO THE DEP ACFT. A SYS ERROR WAS FILED BY THE FAC MGMNT. RPTR WAS DECERTIFIED RECIEVED REMEDIAL TRNING AND RECERTIFIED.
