Narrative:
As usual in mdw; the push crew exited to the right side of the aircraft and a three-person crew was reduced to a two-person crew at some point. From the left seat I was unable to verify the required items or people. The first officer (first officer) had to divert his attention away from starting the engines to verify the required items and correct number of people although that is becoming pointless any more as a three-person push crew really means we will see two people walking away. I have been [reporting] this issue for well over a year. Apparently; it's acceptable that ground ops personnel consistently; and over a long period of time; not follow procedures regardless of the safety implications. This is a safety issue and needs attention.the push crew needs to stay together as a crew and one person needs to be out front in clear view of the captain in accordance with established procedures. They need to be followed.
