Narrative:
I was working departure east/west at clt when a point out was made by west arrival. Aircraft X crossed ncoma at 13000 faster than 250kts. This is because ZTL is not held responsible for the feed they give clt. This is dangerous because my departures need to top these arrivals; it's the way metroplex here was built. When these aircraft do not met restrictions; it adds risk to the NAS.[recommend] hold ZTL accountable; let us place altitude restrictions; which follow the path of which the opd was meant to be flown on the short side; into the LOA between ZTL and clt until a more permanent option can be made.
