Narrative:
On three different preflights over the last month; the last being this past week; I have discovered unserviceable cockpit fire extinguishers; all of which involved safety pins which were missing and the extinguisher 'fixed' by someone and returned to service. On all three instances; the aircraft had flown at least once that day before discovery. I have concerns about the training our flight crews receive about how to tell if an extinguisher is serviceable and on the training our maintenance folks get to ensure we have operating extinguishers. I was surprised to learn from a [company] line maintenance gentlemen that these extinguishers can be fixed and returned to service by line maintenance personnel. This report is for informational purposes. However; I have to believe if I found three bad extinguishers in a month there are many more out there in the system.
