Narrative:
Aircraft X departed san jose on LOUPE4 departure. The aircraft did not turn as per departure procedure; continued upwind. I turned it to 050; 090; and 120 headings respectively. Yet again; another aircraft fails to fly the LOUPE4 departure procedure correctly. This continues to happen over and over again. The departure procedure needs to be redone in a manner that is completely clear as to what needs to be done. Again; I recommend that sjc tower ensures all runway 30 departures on a SID/departure procedure are in a right turn prior to transfer of communication. Until this problem gets resolved; these events will continue to happen.

Title: NCT Controller reported an air carrier failed to fly the SJC's LOUPE4 departure properly. Controller identified this as a recurring event needing clarification.
