Narrative:
I was at cruise altitude (12500' MSL) southwest of the lovelock VOR an a direct flight (LORAN) from battle mountain to concord, ca when I made contact with ZOA. ZOA told me to contact fallon approach. Fallon approach indicated I was in the restr airspace, and that they had me at 900' above ground level and that there was military activity in the airspace at the time. I was mode C at the time, and the equipment was not functioning properly at the time. I did turn off altitude reporting, and again indicated to the fallon approach that our cruise altitude was 12500'. The traffic (which we did not see) was below me. I was using my new LORAN with a course to concord set in at battle mountain. As the unit was new, I had not programmed the airspace function to help make me aware of such airspace. As I had not flown in the area prior to this day, I was not aware of the restr area. Had I been flying the VOR's, I would have missed the area. I should have checked my LORAN route.
