Narrative:
Aircraft X and aircraft Y were both inbound to the airfield. Aircraft X was sequenced to land full stop runway 14. Aircraft Y was sequenced for touch and go on runway 22. As both aircraft approached the filed the certified professional controller (cpc)/in training (it) gave aircraft Y speed reduction and south turns to provide spacing for the aircraft landing runway 14. I then stated don't forget you have all of your tools. By tools I was referring to land and hold short. The winds were right on the line of acceptable for lahso but they were acceptable. Aircraft Y was approximately 1 mile final runway 22 as aircraft X was landing roll on runway 14. As aircraft X reached taxi speed; the cpc/it told him to turn off at intersection A4 or delta. The pilot did not turn off at A4 intersection and I told local control to hold short of Runway04; since it appeared the go around for runway 22 was too late. Aircraft X rolled past delta and through the intersection of both runways. At this time aircraft Y was touching down on runway 22 and the cpc/trainer instructed aircraft Y to go around but it was too late; however aircraft Y came to a full stop short of runway 14.
