Narrative:

Right at start of VFR descent - as approved by ATC; I encountered engine roughness/sputtering. My altitude at that moment was 9;300 ft. I followed the checklist and engine behavior improved temporarily. Based on my increased responsibility having 3 passengers on board; I followed a zero risk policy and asked ATC for nearby airfields. Airport X was 12 nm in the opposite direction and airport Y was 14 nm ahead. I saw a suitable landing strip to my south east inside [a military] base. I informed ATC of my intentions to land and I safely brought the plane onto the landing strip and to a halt. No damage to plane; no injuries to passengers. I shut off the engine and we disembarked the aircraft.
