Narrative:
Cruising at 8000' southbound coastline 4 mi southeast sebastian airport. Made right turn back to north to proceed to mlb. Saw a light twin small aircraft 1 mi north and lower heading southwest, toward me. At this time I was over coast at 1000' AGL, twin at 500' AGL. Twin did steep pull up while heading toward myself. I began to climb and pass to right of twin. Became obvious other pilot hadn't seen me and distance was closing so I lower nose to pass below and right while keeping visibility. I think light twin pilot saw me at about 500-300' sep. Climb clear, circled back to look me over. I headed north, light twin south. Problems: just poor haze and visibility. Light twin small aircraft was maneuvering quite abruptly at low altitude and high speeds. He may have been practicing maneuvers, but as a mei I know he was to low for this. Corrective actions: avoid abrupt maneuvers at low altitude/high speed. See and avoid. Follow right of way procedures.

Title: 2 SMA PLTS COME INTO CLOSE PROX OF EACH OTHER WHILE FLYING LOW OVER THE FLORIDA COASTLINE SOUTHEAST OF X26.
Narrative: CRUISING AT 8000' SBND COASTLINE 4 MI SE SEBASTIAN ARPT. MADE RIGHT TURN BACK TO N TO PROCEED TO MLB. SAW A LIGHT TWIN SMA 1 MI N AND LOWER HDG SW, TOWARD ME. AT THIS TIME I WAS OVER COAST AT 1000' AGL, TWIN AT 500' AGL. TWIN DID STEEP PULL UP WHILE HDG TOWARD MYSELF. I BEGAN TO CLB AND PASS TO RIGHT OF TWIN. BECAME OBVIOUS OTHER PLT HADN'T SEEN ME AND DISTANCE WAS CLOSING SO I LOWER NOSE TO PASS BELOW AND RIGHT WHILE KEEPING VIS. I THINK LIGHT TWIN PLT SAW ME AT ABOUT 500-300' SEP. CLB CLR, CIRCLED BACK TO LOOK ME OVER. I HEADED N, LIGHT TWIN S. PROBS: JUST POOR HAZE AND VISIBILITY. LIGHT TWIN SMA WAS MANEUVERING QUITE ABRUPTLY AT LOW ALT AND HIGH SPDS.
