Narrative:
NOTAM for ogg ILS or localizer 2 requires tracking and navigating with NDB and ADF required operation. Discussed with dispatch via ACARS. It appears that ogg would only expect the users to comply with this NOTAM when both lny and ogg vors are out of service. That is not how the NOTAM reads.it appears that the NOTAM as written requires an ADF; outbound bearing; inbound bearing and NDB holding.

Title: Air carrier Captain reported that a NOTAM for OGG was confusing as to applicable conditions.
Narrative: NOTAM for OGG ILS or LOC 2 requires tracking and navigating with NDB and ADF required operation. Discussed with Dispatch via ACARS. It appears that OGG would only expect the users to comply with this NOTAM when both LNY and OGG VORs are out of service.
