Narrative:

We were departing 3KMC (wichita jubara). After obtaining an IFR release from wichita approach we departed runway 18 and started a left hand turn towards 040 degree after contacting approach control we were told radar 'contact climb and maintain 4000', traffic 1 O'clock less than a mi.' about 2 seconds later (passing through 2300') 2 military fgt in tight formation passed from our left to our right and 100-200' horizontally. Myself and the captain were the only ones to see the 2 aircraft. There was no time or room for any evasive action at all. Had we not been in a 35 degree banking left hand turn or had we been realeased 2 seconds later I would not be filing this report. We had approach control give us a call when we landed, which they did. We were told that the fgt were VFR and in a pattern at mcconnell AFB. As far as I could tell the aircraft were about 7-10 mi from mcconnell AFB. Why they flew such a large pattern I'll never know. There are a couple of recommendations. Have mcconnell tower notify wichita approach as to what the traffic is doing at mcconnell AFB ie large patterns. If there are any aircraft moving at a high rate of speed and VFR. The controllers should not release an aircraft into controled airspace until he is sure of what the VFR traffic is going to do. Mcconnell AFB and wichita approach should have better communications between the 2 facs so this does not happen again. A near midair report was requested by us, and wichita approach initiated the paperwork. The controller that was working us was a student, his instrument should have seen the fast moving VFR targets.

Narrative: WE WERE DEPARTING 3KMC (WICHITA JUBARA). HAVE MCCONNELL TWR NOTIFY WICHITA APCH AS TO WHAT THE TFC IS DOING AT MCCONNELL AFB IE LARGE PATTERNS. IF THERE ARE ANY ACFT MOVING AT A HIGH RATE OF SPD AND VFR. THE CTLRS SHOULD NOT RELEASE AN ACFT INTO CTLED AIRSPACE UNTIL HE IS SURE OF WHAT THE VFR TFC IS GOING TO DO. MCCONNELL AFB AND WICHITA APCH SHOULD HAVE BETTER COMS BTWN THE 2 FACS SO THIS DOES NOT HAPPEN AGAIN. A NEAR MIDAIR RPT WAS REQUESTED BY US, AND WICHITA APCH INITIATED THE PAPERWORK. THE CTLR THAT WAS WORKING US WAS A STUDENT, HIS INSTR SHOULD HAVE SEEN THE FAST MOVING VFR TARGETS.
