Narrative:
I was VFR down the hudson river at 900' on the west shore. I had announced my position several times on the common route frequency. When I was north of the verrazano bridge another seaplane called that he was southeast of the bridge crossing to the nj, side climbing to 900'. A potential conflict of our courses was evident at this time I did not have a visibility on him. A climb would put me in the TCA, a west deviation would do the same. A turn to the east would place me over brooklyn. Hence I descended to about 300' in proximity to several ships and was unable to keep my required sep from them. As I was in an amphibious aircraft this seemed the most prudent action. At this time the other aircraft was observed passing above and to the east of me. He never acknowledged a visibility on me. In the future I will go over or obtain following through the TCA.

Title: IN ORDER TO AVOID A CONFLICT WITH AN OPPOSITE DIRECTION ACFT OVER THE HUDSON RIVER, AMPHIBIAN PLT DESCENDS FROM 900' MSL TO 300' MSL, BUT IN DOING SO, HE PASSES CLOSER TO BOATS THAN IS ALLOWABLE UNDER THE MINIMUM SAFE ALT RULES.
Narrative: I WAS VFR DOWN THE HUDSON RIVER AT 900' ON THE W SHORE. I HAD ANNOUNCED MY POS SEVERAL TIMES ON THE COMMON RTE FREQ. WHEN I WAS N OF THE VERRAZANO BRIDGE ANOTHER SEAPLANE CALLED THAT HE WAS SE OF THE BRIDGE XING TO THE NJ, SIDE CLBING TO 900'. A POTENTIAL CONFLICT OF OUR COURSES WAS EVIDENT AT THIS TIME I DID NOT HAVE A VIS ON HIM. A CLB WOULD PUT ME IN THE TCA, A W DEV WOULD DO THE SAME. A TURN TO THE E WOULD PLACE ME OVER BROOKLYN. HENCE I DSNDED TO ABOUT 300' IN PROX TO SEVERAL SHIPS AND WAS UNABLE TO KEEP MY REQUIRED SEP FROM THEM. AS I WAS IN AN AMPHIBIOUS ACFT THIS SEEMED THE MOST PRUDENT ACTION. AT THIS TIME THE OTHER ACFT WAS OBSERVED PASSING ABOVE AND TO THE E OF ME. HE NEVER ACKNOWLEDGED A VIS ON ME. IN THE FUTURE I WILL GO OVER OR OBTAIN FOLLOWING THROUGH THE TCA.
