Narrative:
During my preflight inspection; I observed the fueler sitting down on the fueling equipment and looking at his phone while fueling. He was not paying any attention whatsoever to the task at hand of fueling the airplane. I notified a [ramp] agent I saw outside. She said she would notify a ramp supervisor. I do not know if that happened and if the fueler was told to get off his phone; however; fueling did occur with no incident.ensure that; first of all; fuelers know to pay attention during fueling; and secondly; have ramp supervisors actually out supervising the ramp and associated activities.
