Narrative:
Enroute to ipl and had just passed the jli VORTAC while in contact with ZLA - los angeles center. We were given a new frequency to contact ZLA on 128.6 and upon changing frequency; we found there was a loud noise almost like another aircraft was transmitting a carrier signal with no voice. This continued in the background despite changing radios to make sure it wasn't an equipment issue. During the change to and from the primary transceiver; we lost contact momentarily with ZLA center. On approach to ipl; I was given a phone number to contact supervisor at ZLA and upon arrival at ipl; I called and reported issue with frequency. Spoke to supervisor and explained the difficulty-hearing controller despite changing transceivers. Supervisor noted the issue and said he would have it addressed. On departure from ipl; we again were given the same frequency; 128.6; for flight following and experienced the same problem. We requested if another frequency was available for the sector and were told there was none. Upon changing to the next controller sector; the noise disappeared.
