Narrative:
An air carrier widebody transport landed sea on 16R and blew tires on landing or rollout. Taxied across 16L and left rubber debris. We made a missed approach (in air carrier large transport X) at approximately 1400' MSL. Tower said go around, airport closed held for approximately 20 mins. Airport reopened. Many aircraft holding and concerned about fuel and going to an altitude. Airport not a lot of information on when airport would reopen. Got approach clearance and made ILS to 16R side-step to 16L. Broke out at approximately 1800' MSL. Followed an air carrier widebody transport on approach. After he landed, air carrier widebody transport Y was cleared for takeoff. Widebody transport Y started takeoff roll. Spacing was close and tower advised us to go around (second time) at approximately 200'. Told tower unable due to minimum fuel, and landed. Air carrier widebody transport Y aborted his takeoff. We landed and cleared 16L at taxiway B4. Widebody transport Y rolled to end of runway. We did not feel widebody transport Y should have been cleared for takeoff under the circumstance as we and many other aircraft were all concerned about low fuel situation, and had all been holding for the airport to reopen. No evasive was required. Tower could have avoided the situation by holding widebody transport Y until the flts close to minimum fuel landed. Everyone was concerned about fuel.

Title: ALTHOUGH INSTRUCTED BY TWR TO GO AROUND, ACR LGT X LANDS OVERTOP OF ACR WDB Y WHICH HAD TO ABORT ITS TKOF ROLL.

SPACING WAS CLOSE AND TWR ADVISED US TO GO AROUND (SECOND TIME) AT APPROX 200'. TOLD TWR UNABLE DUE TO MINIMUM FUEL, AND LANDED. ACR WDB Y ABORTED HIS TKOF. WE LANDED AND CLRED 16L AT TXWY B4. WDB Y ROLLED TO END OF RWY. WE DID NOT FEEL WDB Y SHOULD HAVE BEEN CLRED FOR TKOF UNDER THE CIRCUMSTANCE AS WE AND MANY OTHER ACFT WERE ALL CONCERNED ABOUT LOW FUEL SITUATION, AND HAD ALL BEEN HOLDING FOR THE ARPT TO REOPEN. NO EVASIVE WAS REQUIRED. TWR COULD HAVE AVOIDED THE SITUATION BY HOLDING WDB Y UNTIL THE FLTS CLOSE TO MINIMUM FUEL LANDED. EVERYONE WAS CONCERNED ABOUT FUEL.
