Narrative:
Load planner planned and pitted biological hazardous [special item] weighing 2 lbs. In pit 2 with 24 bags. Procedure is to secure dangerous goods with at least 15 bags. Ramp finalized [load report]. Ramp showed no bags in pit 2 surrounding the [special items]. Weights were sent to crew and they departed. Upon reviewing the loading; load planning noticed the [special item] not secure with 15 bags. Dispatch was notified to try and get ahold of the crew to advise that they would need to return to the gate. Dispatch was not able to get in touch with the crew before they were airborne. After consultation with dispatch and once at cruise; the crew was notified of the [special item] in the forward pit not surrounded with 15 bags. Flight proceeded onward.
