Narrative:
Our aircraft had MEL 27-xxb auto speedbrake system deactivated and inoperative. We were lined up on runway xxl at night. We were given takeoff clearance; the captain (pilot flying) advanced the thrust levers to 40% N1 and then pressed the toga switch; then the takeoff configuration warning horn sounded. The captain aborted the takeoff at a very slow speed (less than 20 KIAS); I (first officer and pilot monitoring) informed tower; we pulled off the runway onto the first available taxiway. The captain discovered the speedbrake lever was very slightly raised and up on the lip of the rail. Neither the speedbrake armed light or speedbrakes extended light were illuminated. The captain then fully stowed the speedbrake lever and then we taxied back to the runway and made a subsequent uneventful takeoff.speedbrake lever not checked fully stowed after previous landing using manual speedbrake deployment and prior to next takeoff. Due to MEL 27-xxb; speedbrake warning lights were inoperative. A dark cockpit at night made it difficult to view the precise position of the speedbrake lever.
