Narrative:
Aircraft X was holding short of taxiway M bound for runway 01L. There was another aircraft holding short of 01L at M1 that was a truckn departure. I cleared aircraft X for takeoff on runway 01L since we were unable to get a divergent heading for the aircraft holding at M1 with the truckn departure that was rolling on runway 01R. Aircraft Y was holding short or runway 01L at taxiway H awaiting crossing instructions for runway 01L & 01R to go to taxiway left to wait out a 20 minute delay. Aircraft Z was holding short of runway 01L at taxiway F awaiting further taxi instructions to go to runway 28L for departure. Since aircraft X was not in luaw status when I cleared them for takeoff as I was awaiting word on whether or not the other aircraft at M1 would get a heading; it took them a while to get into position and begin their takeoff roll. During this time I forgot that I cleared them for takeoff and issued instructions for both aircraft Y and aircraft Z to cross runway 01L. Aircraft Y stated; 'we're going to hold short of 01L' at which time I realized what I did and told aircraft Z to 'stop.' I don't believe that either aircraft crossed the hold bars for runway 01L so no loss of separation occurred but I still made an error in that I forgot I cleared an aircraft for takeoff and was going to cross that runway with 2 other aircraft.minimize delay times between sfo and [other airports] to reduce runway crossings so that aircraft departing do not have long delays that require them to cross 3 active runways that they would otherwise not have to cross.

Title: SFO Tower Controller reported clearing two aircraft to cross a runway after another aircraft had already been cleared for takeoff on the same runway.
