Narrative:

Flight X was on the downwind portion of an RNAV arrival; level at 4;000 feet. A VFR aircraft at flight X's 1 o'clock and 5 miles; 4;400 feet when I noticed the conflict. I turned flight X off the arrival away from the VFR traffic that had descended from 4;400 to 4;000 feet at the initial conflict point. Flight X saw the traffic when they were about 2 miles apart and no longer a factor. Flight X should have been in protected class C airspace. We need approach/departure extensions to protect these areas.

Title: A P80 TRACON Controller reported vectoring an arriving air carrier off its approach to avoid conflicting unidentified VFR traffic.
