Narrative:
During descent; the first officer extended the in-flight spoilers. During extension; the left outboard spoiler encountered a PCU jam which resulted in a shutdown of the outboard flight spoilerons. Two caution messages appeared on ED1: ob flight spoilers; ob spoilers. Captain transferred radio responsibilities to the first officer and verbally ran QRH. After completion of QRH; captain and first officer agreed to notify ATC based on the failure of a primary flight control. Captain then contacted [the] forward flight attendant to provide briefing items. After this was completed; captain coordinated with ATC [and] as per the QRH; the longest runway was requested and subsequently assigned for landing. After the first officer made a smooth landing; the aircraft exited the runway on the taxiway. We arrived at the gate with no reported passenger injuries or aircraft damage. Review fleet trends in order to determine if spoileron failure rates warrant further monitoring or investigation.
