Narrative:
On approach into the airport, I was instructed to contact tower for landing. The frequency was different than depicted on the IAP and was not disclosed during WX briefing by FSS as a NOTAM. The sudden change in the final approach segment resulted in my selecting a radio whose vol was turned down, hence multi xmissions were required before I realized my error. Upon landing, tower advised that I should taxi to my destination and that there was no need to contact ground, due to the FBO's close proximity to the taxiway. However, while taxiing, I noticed a commuter jet leaving the same FBO. Believing this to be a safety hazard, I contacted ground and indicated my intentions. I asked the FBO when the tower frequency had been changed and it had occurred the first of the month. In summary, I would like to see an improvement in the NOTAM system to have a response time of 24 hours from when it is reported to be available to pilots. Second, when at a busy airport, aircraft should always contact ground control to avoid potential ground accidents.

Title: GA PLT EXPERIENCES NOTAM DIFFICULTIES AND PERCEIVED POTENTIAL CONFLICT ON THE GND AT BWI.
Narrative: ON APCH INTO THE ARPT, I WAS INSTRUCTED TO CONTACT TWR FOR LNDG. THE FREQ WAS DIFFERENT THAN DEPICTED ON THE IAP AND WAS NOT DISCLOSED DURING WX BRIEFING BY FSS AS A NOTAM. THE SUDDEN CHANGE IN THE FINAL APCH SEGMENT RESULTED IN MY SELECTING A RADIO WHOSE VOL WAS TURNED DOWN, HENCE MULTI XMISSIONS WERE REQUIRED BEFORE I REALIZED MY ERROR. UPON LNDG, TWR ADVISED THAT I SHOULD TAXI TO MY DEST AND THAT THERE WAS NO NEED TO CONTACT GND, DUE TO THE FBO'S CLOSE PROX TO THE TXWY. HOWEVER, WHILE TAXIING, I NOTICED A COMMUTER JET LEAVING THE SAME FBO. BELIEVING THIS TO BE A SAFETY HAZARD, I CONTACTED GND AND INDICATED MY INTENTIONS. I ASKED THE FBO WHEN THE TWR FREQ HAD BEEN CHANGED AND IT HAD OCCURRED THE FIRST OF THE MONTH. IN SUMMARY, I WOULD LIKE TO SEE AN IMPROVEMENT IN THE NOTAM SYS TO HAVE A RESPONSE TIME OF 24 HRS FROM WHEN IT IS RPTED TO BE AVAILABLE TO PLTS. SECOND, WHEN AT A BUSY ARPT, ACFT SHOULD ALWAYS CONTACT GND CTL TO AVOID POTENTIAL GND ACCIDENTS.
