Narrative:

Flight and communications were normal with handoff from pdx departure on V112 to ZSE on V520. I expected a handoff from ZSE 119.65 to either 132.6 or 124.1. Received no handoff so at pasco I asked 119.65 for current altimeter setting which he gave me. I had given my full call sign. After pasco on V187, I called center on 124.1 and told them I had not been handed off. He advised I should have been handed off to his frequency 124.1. The controller on 119.65 may have been distracted by an elderly male pilot flying through his sector who required a lot of special handling. I would not expect a handoff failure while on an IFR flight.

Title: IFR SMA NOT HANDED OFF TO THE NEXT SECTOR.

Narrative: FLT AND COMS WERE NORMAL WITH HDOF FROM PDX DEP ON V112 TO ZSE ON V520. I EXPECTED A HDOF FROM ZSE 119.65 TO EITHER 132.6 OR 124.1. RECEIVED NO HDOF SO AT PASCO I ASKED 119.65 FOR CURRENT ALTIMETER SETTING WHICH HE GAVE ME. I HAD GIVEN MY FULL CALL SIGN. AFTER PASCO ON V187, I CALLED CENTER ON 124.1 AND TOLD THEM I HAD NOT BEEN HANDED OFF. HE ADVISED I SHOULD HAVE BEEN HANDED OFF TO HIS FREQ 124.1. THE CTLR ON 119.65 MAY HAVE BEEN DISTRACTED BY AN ELDERLY MALE PLT FLYING THROUGH HIS SECTOR WHO REQUIRED A LOT OF SPECIAL HANDLING. I WOULD NOT EXPECT A HDOF FAILURE WHILE ON AN IFR FLT.
