Narrative:
Flew from ads to hqz to refuel the small aircraft X. The pilot is a commercial pilot cfii with a multi engine rating. He was in the left seat flying the aircraft. While approaching hudson approximately 10 mi northwest of the field. He recognized the pilot of an small aircraft Z in the pattern at hqz and tried to communicate with him. The small aircraft Z pilot owns 25% of small aircraft X and pilot X wanted to know if pilot Z was interested in meeting us somewhere to fly small aircraft X. There was no reply from pilot Z. Visibility was poor due to the haze and angle of the sun so we turned toward the north. At that time small aircraft departed the hudson traffic pattern to the east per position report on 123.05. The aircraft was spotted a few mins later westbound crossing over the approach end of hqz. Pilot X recognized the aircraft and made a right 270 degree turn toward the west trying to call pilot Z on 123.05. We tried to make a radio contact a couple more times flying approximately 3 mi and realized the aircraft was headed toward a different airport instead of ads (its home base). We turned back toward hqz and landed. While there, pilot Z called pilot X over the phone and advised him that he was flying with an inspector from FSDO on an initial CFI ride and the inspector wanted to see him at this office. The inspector felt like we were in formation west/O their permission. I have held a control tower operator certificate in the army. We were no closer to the aircraft than we would be in a traffic pattern. We returned the aircraft to ads and drove down to see inspector at the dal FSDO. When we finally met he refused to see me and talked to pilot X only. When pilot X returned he told me that the inspector was going to file on him for attempting to pass him on his left. There was no intent to fly formation or pass on the left. Inspector's behavior was unusual.

Narrative: FLEW FROM ADS TO HQZ TO REFUEL THE SMA X. THE PLT IS A COMMERCIAL PLT CFII WITH A MULTI ENG RATING. HE WAS IN THE LEFT SEAT FLYING THE ACFT. THE INSPECTOR FELT LIKE WE WERE IN FORMATION W/O THEIR PERMISSION. I HAVE HELD A CTL TWR OPERATOR CERTIFICATE IN THE ARMY. WE WERE NO CLOSER TO THE ACFT THAN WE WOULD BE IN A TFC PATTERN. WE RETURNED THE ACFT TO ADS AND DROVE DOWN TO SEE INSPECTOR AT THE DAL FSDO. WHEN WE FINALLY MET HE REFUSED TO SEE ME AND TALKED TO PLT X ONLY. WHEN PLT X RETURNED HE TOLD ME THAT THE INSPECTOR WAS GOING TO FILE ON HIM FOR ATTEMPTING TO PASS HIM ON HIS LEFT. THERE WAS NO INTENT TO FLY FORMATION OR PASS ON THE LEFT. INSPECTOR'S BEHAVIOR WAS UNUSUAL.
