Narrative:
Aircraft X was on a practice approach VFR to the closed runway 28. There was traffic in the left pattern runway 23 as well as 2 IFR departures off of runway 23. Aircraft X reported ilray at which time the pilot was instructed to report a two mile final to runway 28 and confirmed the request. The pilot missed the reporting point and flew under aircraft Y. No traffic was exchanged because the aircraft X had already passed under the aircraft Y when he reported inside 2 miles.

Title: LAF controller and a pilot reported a near midair collision between two small aircraft; in which one was late making a mandatory report; due to frequency congestion.
Narrative: Aircraft X was on a practice approach VFR to the closed Runway 28. There was traffic in the left pattern Runway 23 as well as 2 IFR departures off of Runway 23. Aircraft X reported ILRAY at which time the pilot was instructed to report a two mile final to Runway 28 and confirmed the request. The pilot missed the reporting point and flew under Aircraft Y.
