Narrative:
I had moderate traffic with single runway open, 4 other aircraft on frequency with 7 other IFR inbound not on frequency. Small aircraft X missed his turnoff and had to back-taxi 100' to clear. Small aircraft X was just turning to clear the runway when small aircraft Y landed runway 28. Due to frequency congestion and workload, I was unable to give small aircraft Y a go around. There was no danger to either aircraft as small aircraft Y turned off at the first taxiway. The closest that either aircraft got was 4000'.

Title: TWR LCL CTLR ALLOWED AN ACFT TO LAND WHILE ANOTHER ACFT WAS TAXIING ON THE ACTIVE RWY.
Narrative: I HAD MODERATE TFC WITH SINGLE RWY OPEN, 4 OTHER ACFT ON FREQ WITH 7 OTHER IFR INBND NOT ON FREQ. SMA X MISSED HIS TURNOFF AND HAD TO BACK-TAXI 100' TO CLR. SMA X WAS JUST TURNING TO CLR THE RWY WHEN SMA Y LANDED RWY 28. DUE TO FREQ CONGESTION AND WORKLOAD, I WAS UNABLE TO GIVE SMA Y A GAR. THERE WAS NO DANGER TO EITHER ACFT AS SMA Y TURNED OFF AT THE FIRST TXWY. THE CLOSEST THAT EITHER ACFT GOT WAS 4000'.
