Narrative:
From mia-phl was on descent from 15000' MSL to 12000' MSL on the cedar lake 2 arrival. While passing the 20 NM DME fix of the vcn 174 degree right and passing 12500' MSL, my first officer exclaimed that there was close traffic. With no time to react, an small aircraft passed just below us from right to left. I did not see the aircraft until it was behind and to the left of our aircraft. We immediately called ZDC to report a near miss and he said that he knew the aircraft was there. The traffic was never called out to us. Having been on that controller's frequency for some mins, we could hear that he was extremely busy. This however is no excuse not to call out known conflicting traffic!! Supplemental information from acn 155826: medium large transport asked why he wasn't told of VFR traffic. Sector was very busy and I told him traffic was VFR. He then told me that it was a near miss. I continued to work after he said that due to heavy traffic load. Traffic load was a factor in the issue of VFR traffic advisories.

Title: PLT WAS DESCENDING TO 12000' AND FAILED TO SEE A VFR ACFT SOUTHBOUND AT 12500'. ACFT PASSED WITH LESS THAN 500' SEPARATION.
Narrative: FROM MIA-PHL WAS ON DSNT FROM 15000' MSL TO 12000' MSL ON THE CEDAR LAKE 2 ARR. WHILE PASSING THE 20 NM DME FIX OF THE VCN 174 DEG R AND PASSING 12500' MSL, MY F/O EXCLAIMED THAT THERE WAS CLOSE TFC. WITH NO TIME TO REACT, AN SMA PASSED JUST BELOW US FROM RIGHT TO LEFT. I DID NOT SEE THE ACFT UNTIL IT WAS BEHIND AND TO THE LEFT OF OUR ACFT. WE IMMEDIATELY CALLED ZDC TO RPT A NEAR MISS AND HE SAID THAT HE KNEW THE ACFT WAS THERE. THE TFC WAS NEVER CALLED OUT TO US. HAVING BEEN ON THAT CTLR'S FREQ FOR SOME MINS, WE COULD HEAR THAT HE WAS EXTREMELY BUSY. THIS HOWEVER IS NO EXCUSE NOT TO CALL OUT KNOWN CONFLICTING TFC!! SUPPLEMENTAL INFO FROM ACN 155826: MLG ASKED WHY HE WASN'T TOLD OF VFR TFC. SECTOR WAS VERY BUSY AND I TOLD HIM TFC WAS VFR. HE THEN TOLD ME THAT IT WAS A NEAR MISS. I CONTINUED TO WORK AFTER HE SAID THAT DUE TO HVY TFC LOAD. TFC LOAD WAS A FACTOR IN THE ISSUE OF VFR TFC ADVISORIES.
