Narrative:

I was final monitor and was the first to notice aircraft X on the RNAV 17C approach. It has previously been identified that you cannot run an RNAV approach during simultaneous instrument approaches with the displaced threshold that we currently have to 17C. The aircraft landed without incident but this was an illegal approach. It has been deemed illegal to run the RNAV approach to 17C due to lack of vertical guidance. What makes this interesting is the legal approach is the localizer 17C which also doesn't have vertical guidance.
