Narrative:
After being cleared for ILS 10 approach at 1050' tower asked if we had the airport in sight. We reported runway 10 in sight and were told to circle to 28. Tower controller then cleared a single engine small aircraft to land runway 28. He was on a 1/2 mi final. At 1050' we were below legal circling minimums. At 1050' our aircraft confign is for landing, not circling. At an airport with an operating control tower, 2 aircraft are on final for opp ends of the same runway. We were then told traffic was reported 4 mi south of the airport. Upon landing for the traffic, we saw him turning left downwind for 28 less than 1 mi from our position. All of these items are, in my opinion, unsafe at best. The very nature of laf is that many student pilots are operating in the area, making uneducated guesses about their position. A non-radar approach control simply cannot provide the services that a part 121 air carrier needs to operate safely. Get a radar approach facility in laf and in the waiting period. Why can't ZID provide radar service?

Title: IN MVF WX ACR LTT IS TOLD TO CIRCLE TO LAND AT LAF. ACFT HAD ALREADY REACHED THE MDA BEFORE THE CIRCLE TO LAND CLRNC WAS GIVEN. SEVERAL SMA IN TRAFFIC AT THE TIME USING OPPOSITE DIRECTION RWY FROM ILS APCH.
Narrative: AFTER BEING CLRED FOR ILS 10 APCH AT 1050' TWR ASKED IF WE HAD THE ARPT IN SIGHT. WE RPTED RWY 10 IN SIGHT AND WERE TOLD TO CIRCLE TO 28. TWR CTLR THEN CLRED A SINGLE ENG SMA TO LAND RWY 28. HE WAS ON A 1/2 MI FINAL. AT 1050' WE WERE BELOW LEGAL CIRCLING MINIMUMS. AT 1050' OUR ACFT CONFIGN IS FOR LNDG, NOT CIRCLING. AT AN ARPT WITH AN OPERATING CTL TWR, 2 ACFT ARE ON FINAL FOR OPP ENDS OF THE SAME RWY. WE WERE THEN TOLD TFC WAS RPTED 4 MI S OF THE ARPT. UPON LNDG FOR THE TFC, WE SAW HIM TURNING LEFT DOWNWIND FOR 28 LESS THAN 1 MI FROM OUR POS. ALL OF THESE ITEMS ARE, IN MY OPINION, UNSAFE AT BEST. THE VERY NATURE OF LAF IS THAT MANY STUDENT PLTS ARE OPERATING IN THE AREA, MAKING UNEDUCATED GUESSES ABOUT THEIR POS. A NON-RADAR APCH CTL SIMPLY CANNOT PROVIDE THE SVCS THAT A PART 121 ACR NEEDS TO OPERATE SAFELY. GET A RADAR APCH FAC IN LAF AND IN THE WAITING PERIOD. WHY CAN'T ZID PROVIDE RADAR SVC?
