Narrative:
Due to a landing light malfunction, commuter pilot big requested a ground clearance to taxi back to the ramp. During taxi operations, the taxi light was illuminated in addition to all navigation lights and rotary beacons. Ground control instructed flight big to taxi via the outer taxiway to ramp 3O on the north side of atl. As big flight reached the high speed turnoff from runway 26L, air carrier flight agg approached the outer taxiway from the 26L high speed turnoff and cut flight big off, causing it to apply heavy braking, in order to prevent a ground collision. At the time flight acg merged with the outer parallel taxiway, it had not received a taxi clearance from ground control. In fact, that same air carrier jet continued taxiing all the way to ramp 3 before it requested a taxi clearance blocking the way for an air carrier B jet on the inner parallel taxiway. Solution: no continued taxiing west/O a proper clearance, better collision avoidance precautions by those pilots, and more emphasis on listening to clrncs for other aircraft.

Title: COMMUTER ACFT TAXIING IS CUT OFF BY ACR LEAVING HIGH SPEED TXWY AFTER LNDG, NOT IN CONTACT WITH GND.
Narrative: DUE TO A LNDG LIGHT MALFUNCTION, COMMUTER PLT BIG REQUESTED A GND CLRNC TO TAXI BACK TO THE RAMP. DURING TAXI OPS, THE TAXI LIGHT WAS ILLUMINATED IN ADDITION TO ALL NAV LIGHTS AND ROTARY BEACONS. GND CTL INSTRUCTED FLT BIG TO TAXI VIA THE OUTER TXWY TO RAMP 3O ON THE N SIDE OF ATL. AS BIG FLT REACHED THE HIGH SPD TURNOFF FROM RWY 26L, ACR FLT AGG APCHED THE OUTER TXWY FROM THE 26L HIGH SPD TURNOFF AND CUT FLT BIG OFF, CAUSING IT TO APPLY HVY BRAKING, IN ORDER TO PREVENT A GND COLLISION. AT THE TIME FLT ACG MERGED WITH THE OUTER PARALLEL TXWY, IT HAD NOT RECEIVED A TAXI CLRNC FROM GND CTL. IN FACT, THAT SAME ACR JET CONTINUED TAXIING ALL THE WAY TO RAMP 3 BEFORE IT REQUESTED A TAXI CLRNC BLOCKING THE WAY FOR AN ACR B JET ON THE INNER PARALLEL TXWY. SOLUTION: NO CONTINUED TAXIING W/O A PROPER CLRNC, BETTER COLLISION AVOIDANCE PRECAUTIONS BY THOSE PLTS, AND MORE EMPHASIS ON LISTENING TO CLRNCS FOR OTHER ACFT.
