Narrative:
We departed ord westbound. It was a normal climb, through departure and center control. After some time passed, chicago center gave us 'climb and maintain FL230 heading 290 degree.' I read back climb and maintain FL230, heading 290 degree. Then I put 23000' in the altitude alert. After more time passed we called another chicago center frequency as instructed. I checked in at 20500' for FL230 290 degree heading. The controller said, your heading is 290 degree, I said, yes. Just as we leveled at FL230, the controller asked our altitude. I said, FL230. He said we are to maintain FL220. We went back to FL220. After we landed the captain called the chicago center supervisor. He said the 2 controllers are trnees and he was going to listen to the tapes and handle it internally. The next day the captain called him again. He said he listened to the tapes and the controllers did give us FL230 instead of FL22O and that they both missed our calls of FL230. He said they're going to handle it internally and no conflict or warning alert was set off, and for us to forget it. The factors here are for pilots and controllers to readback and acknowledge all xmissions.

Title: ARTCC RADAR CTLR QUESTIONED ACR LGT ALT AT LEVEL OFF SAYING THEY WERE CLEARED TO FL220 BUT HAD CLIMBED TO FL230. TAPE REVIEW REVEALED THAT THE ACFT HAD BEEN CLEARED TO FL230 AND THAT TWO DEV CTLRS MISSED FLT CREW READBACK.

I CHKED IN AT 20500' FOR FL230 290 DEG HDG. THE CTLR SAID, YOUR HDG IS 290 DEG, I SAID, YES. JUST AS WE LEVELED AT FL230, THE CTLR ASKED OUR ALT. I SAID, FL230. HE SAID WE ARE TO MAINTAIN FL220.
