Narrative:
After departing lga en route to bgm right engine was noted out of temperature monitoring limits. Also other abnormal indications. During post-flight inspection a 4 X 8 air bill was found lodged in the stator vanes. Flts were cancelled, an engine was driven 6 hours and 4 additional mechanics flown to a rented hangar to change the engine. The airflow had been disrupted to cause vibrations that cracked vanes. This engine would have failed shortly. This is/would have been our second FOD failure in less than 1 yr in a fleet of only 12 aircraft. I note particularly the very sloppy conditions of air carrier's ramps in both lga, dca and bos, but I suspect most ramps at large airports are a problem.

Title: FOD. DAMAGE REPORTED TO LTT ENGINE FROM DEBRIS AT ACR RAMPS AT LGA, DCA AND BOS.
Narrative: AFTER DEPARTING LGA ENRTE TO BGM RIGHT ENG WAS NOTED OUT OF TEMP MONITORING LIMITS. ALSO OTHER ABNORMAL INDICATIONS.
