Narrative:
While flying at an assigned altitude of 4000' and a heading of 360 degrees, it is believed that another aircraft was given a descent from 5000 to 4000'. 3-5 mins later I observed an small transport pass from right to left in front of the aircraft. This all occurred at a heavy traffic time of the day and the controller was working several aircraft. He seemed overloaded.

Title: ACFT ON A RADAR VECTOR TO ILS FINAL APCH COURSE WHEN ANOTHER ACFT PASSED IN FRONT WITH LESS THAN STANDARD SEPARATION.
Narrative: WHILE FLYING AT AN ASSIGNED ALT OF 4000' AND A HDG OF 360 DEGS, IT IS BELIEVED THAT ANOTHER ACFT WAS GIVEN A DSNT FROM 5000 TO 4000'. 3-5 MINS LATER I OBSERVED AN SMT PASS FROM RIGHT TO LEFT IN FRONT OF THE ACFT. THIS ALL OCCURRED AT A HEAVY TFC TIME OF THE DAY AND THE CTLR WAS WORKING SEVERAL ACFT. HE SEEMED OVERLOADED.
