While the aircraft was still connected to the tug; and with personnel under the nose of the aircraft I was being given the 'clear to taxi' signal from the ground crew. The ground crew member did not understand proper pushback procedures.

Title: A B737 Captain reported ramp personnel gave them the 'clear to taxi signal' with other persons under the aircraft.
Narrative: While the aircraft was still connected to the tug; and with personnel under the nose of the aircraft I was being given the 'clear to taxi' signal from the ground crew. The ground crew member did not understand proper pushback procedures.
