Narrative:
IFR with current ATIS. Approximately 15 mi out on localizer approach control gave me a new frequency to close flight plan. To assist told controller 'we'll cancel now.' (we were cleared 30L.) inbound the runway lights went out. Repeatedly tried pilot controlled lighting (tower closed), no luck, monitoring CTAF and talking. Only lights working were right runway (30R) so announced side-step to 30R. After landing found a lighted X, runway 30L and 29L closed. This is an extremely poor situation. While departing they were announcing on ATIS '29L, 30L closed,' etc, and also on CTAF. This closure certainly should have been coordinated with ATC, especially when 30R is 1/2 the length of 30L, or someone should have been on the radio.
