Narrative:
We did not receive a call that there was a jet on close final (3 mi). When talking to tower after, they said that there was a stuck microphone and that the medium large transport B should have called 3 min before they did. They also said that there was a lot going on. Callback conversation with reporter revealed the following information. Reporter thinks they were cleared to enter downwind for runway 22. He was under the hood and his instrument was giving him vectors. They were north or nebnd and crossing the final approach course of runway 27L east of the runway when they saw the medium large transport maneuvering to land on runway 27L. It looked like the medium large transport had maneuvered south of the approach course to get behind them. There were no instructions from the tower due to an apparent stuck microphone on frequency. The medium large transport then landed on runway 27L and they proceeded to land on runway 22. It appears that the late change to tower frequency by the medium large transport exacerbated the situation.

Title: SMA CROSSING FINAL APCH COURSE FORCES MLG TO DEVIATE TO AVOID.
Narrative: WE DID NOT RECEIVE A CALL THAT THERE WAS A JET ON CLOSE FINAL (3 MI). WHEN TALKING TO TWR AFTER, THEY SAID THAT THERE WAS A STUCK MIC AND THAT THE MLG B SHOULD HAVE CALLED 3 MIN BEFORE THEY DID. THEY ALSO SAID THAT THERE WAS A LOT GOING ON. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO. RPTR THINKS THEY WERE CLRED TO ENTER DOWNWIND FOR RWY 22. HE WAS UNDER THE HOOD AND HIS INSTR WAS GIVING HIM VECTORS. THEY WERE N OR NEBND AND XING THE FINAL APCH COURSE OF RWY 27L E OF THE RWY WHEN THEY SAW THE MLG MANEUVERING TO LAND ON RWY 27L. IT LOOKED LIKE THE MLG HAD MANEUVERED S OF THE APCH COURSE TO GET BEHIND THEM. THERE WERE NO INSTRUCTIONS FROM THE TWR DUE TO AN APPARENT STUCK MIC ON FREQ. THE MLG THEN LANDED ON RWY 27L AND THEY PROCEEDED TO LAND ON RWY 22. IT APPEARS THAT THE LATE CHANGE TO TWR FREQ BY THE MLG EXACERBATED THE SITUATION.
