Narrative:

I was on a VFR flight to french valley (F70). F70 is a non-tower airport and I was monitoring the radio from several miles out and heard that runway 36 was active. Ten miles out; I announced I was inbound for landing to enter on a right base for runway 36 since it is published right-traffic. I continued inbound; descended to pattern altitude and announced I was on base for right traffic runway 36. At that point I heard an aircraft announce he was two miles to the east for landing on runway 36. I did not see any traffic east of the airport on my TCAS so I turned right and announced I was on a 4 mile final for runway 36. Suddenly; I saw [the other aircraft] flying a left base about a mile in front of me. I announced to the pilot that I was on final and he was turning into my path. He apparently wasn't listening or looking because he continued; then announced he was turning final for runway 36 and entered on about a two mile final; right in my path. I was less than a mile from him at a faster speed so I applied full flaps; pulled power to idle and began making turns to slow and add some distance. Another pilot came over the air and told the [other] pilot runway 36 was right traffic. The [other] pilot apologized but continued to the runway.after I landed I was talking with two pilots who were airborne at the time and heard the entire exchange. They told me that a few days earlier they were waiting to taxi onto the departure end of runway 18 when the pilot of a [an inbound aircraft] went around them onto the runway; called them [out] over the CTAF and took off without broadcasting any intentions. They reported that incident to the airport manager. [In another instance] I was approaching the same airport and heard another aircraft advised he was on a 5 mile final for runway 18. Within seconds; a pilot in another aircraft advised he was on a 2 mile final for runway 36. Surprised that neither was listening to the other and anticipating a head on collision on the runway; I came over the air and asked if someone could advise the active runway and the [inbound] pilot advised he would be entering the pattern for runway 36. One aircraft would take off on runway 18 and immediately after one would land on runway 36.other than putting in a control tower; there probably isn't much that can be done but I am concerned there is going to be a tragedy at his airport because nearly every time I have flown there I have witnessed safety violations committed by pilots.
