Narrative:
The ILS 07 at sfm was recently commissioned. Communication chart maker has distributed the approach plate. Preparing for the flight, I check NOTAMS. The only NOTAM for sfm concerns the missed approach (it's attached). Upon being vectored for the approach, pease approach informed us that it would be a localizer approach. I questioned this--I was expecting an ILS. At the time there was no longer time to discuss this was approach, so we quickly replanned a localizer approach and landed. I asked the people at the FBO about the ILS and they said sometimes it's working and sometimes it isn't. If it's not working it should (must) be notamed out. This makes a difference to me. Had I known the ILS was OTS before I left, I would have planned another destination (portland, me). The WX was low that morning, ok for an ILS but close to marginal for a localizer approach. FAA needs to NOTAM the G/south OTS.

Title: CPR SMT FLT CREW COMPLAINT THAT SMF DID NOT NOTAM GLIDE SLOPE OUT OF SERVICE. FBO SAYS GLIDE SLOPE NOT ALWAYS WORKING. THIS IS A RELATIVELY NEW NAVIGATION AID.

I ASKED THE PEOPLE AT THE FBO ABOUT THE ILS AND THEY SAID SOMETIMES IT'S WORKING AND SOMETIMES IT ISN'T. IF IT'S NOT WORKING IT SHOULD (MUST) BE NOTAMED OUT. THIS MAKES A DIFFERENCE TO ME. HAD I KNOWN THE ILS WAS OTS BEFORE I LEFT, I WOULD HAVE PLANNED ANOTHER DEST (PORTLAND, ME). THE WX WAS LOW THAT MORNING, OK FOR AN ILS BUT CLOSE TO MARGINAL FOR A LOC APCH. FAA NEEDS TO NOTAM THE G/S OTS.
