Narrative:

While on an IFR flight plan I flew below my assigned altitude. Approach said, 'descend to 4000 and resume own navigation.' the controller was very busy and I assumed he wanted me to continue approach since I was in VFR and had the airport in sight. He stopped me at 3500' and said I was not cleared below 4000'. I told him he had told me to resume my own navigation. He said yes, but I was not cleared below 4000'. I said I was sorry and went back to 4000'. No further problems. My fault as I did not fully understand the term 'resume own navigation.' by the way, there is not much information in the far concerning the term 'resume own navigation.'

Title: PLT OF SMA DIRECTED TO RESUME OWN NAVIGATION. STARTED DESCENT FOR APCH. CTLR INTERVENED ADVISING HE HAD NOT CLEARED THE FLT BELOW 4000'.

Narrative: WHILE ON AN IFR FLT PLAN I FLEW BELOW MY ASSIGNED ALT. APCH SAID, 'DSND TO 4000 AND RESUME OWN NAV.' THE CTLR WAS VERY BUSY AND I ASSUMED HE WANTED ME TO CONTINUE APCH SINCE I WAS IN VFR AND HAD THE ARPT IN SIGHT. HE STOPPED ME AT 3500' AND SAID I WAS NOT CLRED BELOW 4000'. I TOLD HIM HE HAD TOLD ME TO RESUME MY OWN NAV. HE SAID YES, BUT I WAS NOT CLRED BELOW 4000'. I SAID I WAS SORRY AND WENT BACK TO 4000'. NO FURTHER PROBS. MY FAULT AS I DID NOT FULLY UNDERSTAND THE TERM 'RESUME OWN NAV.' BY THE WAY, THERE IS NOT MUCH INFO IN THE FAR CONCERNING THE TERM 'RESUME OWN NAV.'
