Den has installed a colored changing light display on pena boulevard that is very distracting to aircraft on final; particularly when landing north or perhaps on runway 7. Multiple [pilots] complained and the approach controller also echoed concerns. It is very distracting in low ceiling conditions where the changing color is very reflected by the low clouds.
