Narrative:
Air carrier X flight was level at FL370 irk direct jot. Air carrier X was a widebody transport. Military Y, an spc, was level at FL390 mzv direct irk. Opp direction traffic within 25 mi of each other. Their closure rate was close to 900 mph, 15 mi/min. I was working the manual position. I was working the position for 80 mins with heavy traffic. Now we had 3 aircraft on frequency. Air carrier X flight asked about the flight conditions at FL390. Military Y was then handed off and shipped to ZKC. I pointed out air carrier X to one of the high altitude sectors of ZKC. Air carrier X asked for higher. I was not monitoring the frequency at this time, but had been monitoring during the previous 80 mins. When air carrier X was leaving FL375 I noticed he was climbing to FL390, and notified the radar position she was about to lose sep. She leveled off air carrier X at FL380 and turned it to a 360 degree heading. I tried to contact ZKC controller to get him to turn military Y, but they did not answer their landlines in time.

Title: ACR WAS ISSUED A CLIMB THROUGH AN OCCUPIED ALT RESULTING IN LESS THAN STANDARD SEPARATION.
Narrative: ACR X FLT WAS LEVEL AT FL370 IRK DIRECT JOT. ACR X WAS A WDB. MIL Y, AN SPC, WAS LEVEL AT FL390 MZV DIRECT IRK. OPP DIRECTION TFC WITHIN 25 MI OF EACH OTHER. THEIR CLOSURE RATE WAS CLOSE TO 900 MPH, 15 MI/MIN. I WAS WORKING THE MANUAL POS. I WAS WORKING THE POS FOR 80 MINS WITH HEAVY TFC. NOW WE HAD 3 ACFT ON FREQ. ACR X FLT ASKED ABOUT THE FLT CONDITIONS AT FL390. MIL Y WAS THEN HANDED OFF AND SHIPPED TO ZKC. I POINTED OUT ACR X TO ONE OF THE HIGH ALT SECTORS OF ZKC. ACR X ASKED FOR HIGHER. I WAS NOT MONITORING THE FREQ AT THIS TIME, BUT HAD BEEN MONITORING DURING THE PREVIOUS 80 MINS. WHEN ACR X WAS LEAVING FL375 I NOTICED HE WAS CLBING TO FL390, AND NOTIFIED THE RADAR POS SHE WAS ABOUT TO LOSE SEP. SHE LEVELED OFF ACR X AT FL380 AND TURNED IT TO A 360 DEG HDG. I TRIED TO CONTACT ZKC CTLR TO GET HIM TO TURN MIL Y, BUT THEY DID NOT ANSWER THEIR LANDLINES IN TIME.
