Narrative:
As we boarded the aircraft it was decided to not attempt an approach to concord, nh, (con) due to the WX and the fact that the ILS was out of service. Instead we chose to go to lebanon, nh, (leb) where we could get in easier. After departure from allentown (abe) we were turned over to new york center. After checking in with the center I called to change our destination. I was promptly told 'destination change? I don't have time for a destination change. You should have taken care of that before departing.' by the center controller. Instead of clogging the radio with a heated discussion I did not even reply. After about two mins the controller came back and asked for my change of destination. I know the northeast is a busy place and pilots as well as controllers get frazzled but this was, I think uncalled for and unnecessary. The controllers were not at all bashful about issuing roundabout rertes, I do not see where a destination change of forty mi would over load the system. I know the controllers have a tough job and even tougher under instrument conditions, but one must remember that the pilot (me) was in IMC at the time and not just sitting at a console in a cool dark room. Our airspace system would work much better if we all worked together. Common courtesy should not suffer unless it is absolutely necessary.

Title: CPR SMT PLTS' COMPLAINT ABOUT ARTCC HANDLING TO A REQUESTED DESTINATION CHANGE.
Narrative: AS WE BOARDED THE ACFT IT WAS DECIDED TO NOT ATTEMPT AN APCH TO CONCORD, NH, (CON) DUE TO THE WX AND THE FACT THAT THE ILS WAS OUT OF SVC. INSTEAD WE CHOSE TO GO TO LEBANON, NH, (LEB) WHERE WE COULD GET IN EASIER. AFTER DEP FROM ALLENTOWN (ABE) WE WERE TURNED OVER TO NEW YORK CTR. AFTER CHKING IN WITH THE CTR I CALLED TO CHANGE OUR DEST. I WAS PROMPTLY TOLD 'DEST CHANGE? I DON'T HAVE TIME FOR A DEST CHANGE. YOU SHOULD HAVE TAKEN CARE OF THAT BEFORE DEPARTING.' BY THE CTR CTLR.
